How to Buy Off-Plan Property in Dubai
An off-plan buying guide for international investors

How does buying off-plan in Dubai work?
Buying off-plan is a common process in Dubai with established steps. DLD reported 132,500 off-plan sales transactions in 2025. This market serves investors from many countries, with a familiar process from project selection to registration.
Off-plan means buying a property before it is completed. First you choose your apartment and payment plan, then complete the reservation, contract and registration. Payments follow the agreed schedule during construction. At handover, you can use the home or rent it out.
You do not need to work out every step on your own. Rota Prime visits the project, speaks with the developer and keeps you informed throughout. If you prefer to buy without visiting Dubai, we plan the documents and signing process accordingly.
1. Start with your budget and the home you want
We begin with your total budget, the amount available for your first payment and your preferred handover date. Will you live in the home or rent it out? These few details help us narrow down the areas and projects.
We put the property price, registration and transaction costs in one table so you can see what is payable at the start, during construction and at handover.
2. We visit the project and choose the apartment with you
We visit the area, look at the surroundings and meet with the developer. You can review the options with us using our local findings, floor plans and project information.
Floor, orientation, view and layout all matter. We inspect a show apartment where one is available and follow the technical details such as registration and the payment account. You receive a clear comparison of the apartments.
3. Agree the payment plan
Depending on the project, the price may be split between a down payment, instalments during construction and a payment at handover. Some projects also offer instalments after handover.
We set out the amounts and dates clearly. For example, a 20% initial payment, 40% during construction and 40% at handover shows you how much cash to allocate at each stage.
4. Complete the reservation and contract
Once you choose the apartment, it is reserved and the sale contract is prepared. The Sales and Purchase Agreement, or SPA, sets out the home, total price, payment schedule and handover details.
We follow the document process with the developer and guide you through each signing step. The payment table also shows how the reservation amount is included in the down payment. For remote purchases, we arrange the documents and signing method accepted by the developer.
5. Your purchase is officially registered
The developer registers the off-plan sale through DLD’s Oqood system. The initial registration document issued in your name includes the project and apartment details. We follow this document and your payment records throughout the purchase.
Payments towards the property price go to the project’s verified escrow account. Escrow is the dedicated bank account for that development. These details are clearly provided at the payment stage.
6. Get ready for handover
During construction, we follow project updates and the payment schedule. As handover approaches, we plan the remaining payment, final property inspection, utilities and any furnishing arrangements.
After handover, you can move in or begin letting the property. If you choose to rent it out, Rota Prime can provide rental and property management directly.
A payment plan example
The AED 1,000,000 home and payment plan below are an example to show how the process works. The reservation amount is assumed to be included in the initial payment.

If the buyer covers a total registration cost of 4% in this example, that adds AED 40,000. The property price and registration together come to AED 1,040,000. Other transaction and preparation costs are shown separately in the budget we prepare for you.
After handover, assume annual rent of AED 80,000 and operating costs of AED 20,000, leaving AED 60,000 after those costs. Annual rent is 8% of the property price. After operating costs, the return on the AED 1,040,000 including registration is approximately 5.77%. This example is before financing and personal taxes.
Frequently asked questions
Can I buy without visiting Dubai?
Yes, you can buy remotely using the appropriate transaction process. We carry out the local visits, meet the developer and complete apartment selection with you. The required documents and signing steps are agreed at the start.
Do I need UAE residency?
Non-resident foreign buyers can purchase homes in areas open to foreign ownership. DLD accepts a valid passport for non-resident buyers when registering the initial sale. We will explain the other documents required for your purchase.
When does rental income begin?
Once the property is handed over and let. We plan the preparations around handover and share current rental expectations with you.
Do I pay a sales commission to Rota Prime?
No. The developer pays our commission on off-plan sales; we do not charge the buyer an advisory fee or sales commission.
What if I want to sell before handover?
A resale may be arranged under the developer’s transfer conditions. We discuss the required payment percentage and transaction steps with you when selecting the apartment.
