With around AED 3 million, approximately USD 817,000, you can buy a two-bedroom apartment in Downtown Dubai or choose a lower-priced home in Dubai Creek Harbour and keep part of your budget available. Which gives you more of what you actually want? Start with the life you want around the apartment, then look closely at what the individual home delivers. The neighbourhood name only tells part of the story.

It is tempting to assume that Creek Harbour always buys you more space, or that Downtown’s established address makes the decision straightforward. Current asking-price examples show why it pays to look a little closer.

1. Two neighbourhoods, different everyday lives

Downtown’s appeal is easy to recognise. Burj Khalifa, Dubai Mall and the Opera district give it a familiar identity well beyond Dubai. If you enjoy going out, meeting friends in the centre and having major attractions around you, the location can be a large part of what you are buying.

The building still matters. A Downtown address does not make every apartment equally convenient for a walk to Dubai Mall. Entrances, crossings and the side of the district you choose can make a noticeable difference to your routine.

Creek Harbour draws you towards the waterfront, promenades and open spaces. Think of a coffee outside, an evening walk by the water and a neighbourhood you enjoy spending time in between appointments. Creek Island and Creek Beach also have distinct settings, so it helps to narrow the search beyond the community name. Emaar’s community descriptions reflect these different attractions: central-city living in Downtown and waterfront living in Creek Harbour.

If you are buying from overseas, spend some time thinking about your actual visits. Where will you go most often? What would you like to have outside your front door?

2. What AED 3 million can buy

Here are two completed apartments, using active listing prices as of 1 November 2026:

  • Forte 1, Downtown Dubai: Two bedrooms, a stated area of 1,096 sq ft, approximately 101.8 sq m. Asking price: AED 3,000,000, approximately USD 817,000.
  • Cedar Building 2, Creek Beach, Dubai Creek Harbour: Two bedrooms, a stated area of 1,024 sq ft, approximately 95.1 sq m. Handed over and vacant. Asking price: AED 2,300,000, approximately USD 626,000.

The difference is substantial. The Cedar apartment is about 6.7 sq m smaller, but its asking price is AED 700,000 lower, approximately USD 191,000. That is around 23% less than the Forte example, without waiting for construction to finish. A budget of AED 3 million does not have to mean spending all of it on the apartment. This pair makes the extra amount you would allocate to a Downtown address much more tangible.

This is where we open the floor plans. Is the living room easy to furnish? Can the second bedroom accommodate a desk as well as a bed? How much of the advertised area is balcony? Can you enjoy the view from the sofa, or only by stepping outside? You will notice those details long after you have forgotten a small difference in the headline area.

For a purchase before completion, a two-bedroom apartment in Creek Waters 2 is advertised for resale at AED 2,450,000, approximately USD 667,000. Expected handover is December 2027. Its asking price is AED 550,000 lower than the Forte example, approximately USD 150,000 or 18%. The planned wait is a little over a year, rather than four years. This is an existing buyer’s off-plan resale, not the developer’s current first-sale price. Since the completed Cedar example costs less still, the useful question is not simply whether off-plan is cheaper. It is which building and individual apartment best suit your plans.

3. What are you paying extra for?

In Downtown, you may place a high value on a central address and the convenience of your chosen building. For someone who plans to use the apartment during regular visits, being close to familiar restaurants and meeting places can justify paying more.

In Creek Harbour, the waterfront setting and a home you genuinely enjoy may carry more weight. Look at the layout, usable outdoor space, shared facilities and the surroundings as they are today.

A higher floor can be worth paying for when it delivers a view you love. A higher floor facing another tower is a different proposition. Broad neighbourhood averages rarely capture that distinction.

Our Dubai-based team compares the project, floor, outlook and apartment plan together. That is how a shortlist starts to become useful: you can see what each option adds to your own plans.

4. Rental income, service charges and payment timing

For an investment purchase, consider who would want to rent the apartment and why. A tenant looking for a central base may value different things from someone seeking a waterfront routine. We would then compare similar rentals in the building, its current service charges and the cost of preparing the home for a tenant. DLD’s Service Charge Index provides a route to checking approved building-level charges. DLD — Service Charge Index

Small differences deserve attention. For illustration, AED 10,000 less in annual expenses leaves approximately USD 2,720 more in your account. Over several years of ownership, that matters.

A suitable off-plan payment schedule can let you keep more capital available today. With a resale such as Creek Waters 2, we would separate the payment due now from the instalments remaining with the developer; the original launch plan alone does not tell a new buyer what they will pay and when. A completed apartment allows you to start preparing it for use or rental, while an off-plan purchase ties that next step to handover. Our payment-plan calculator can help put the timing into numbers.

5. Which fits your plans?

Downtown deserves a place on your shortlist if a central address, an active urban setting and convenience during your own visits are priorities. Creek Harbour may feel like the better home if you are drawn to its waterfront and open spaces.

If keeping more capital available matters, completed options such as Cedar deserve a close look. If you prefer Creek Waters 2 and can wait until its planned late-2027 handover, an off-plan resale offers another route. We would rather help you choose an apartment that fits your budget and purpose than steer you towards a neighbourhood name before understanding what you want.
