An apartment is often the first property people consider in Dubai. It can generate rental income, become a future home or form part of a longer-term family plan. Office property opens another route: investing in the space businesses need to grow.

High occupancy, demand for quality workplaces and the opportunity to build lasting tenant relationships make well-chosen offices worth a closer look. At Rota Prime, we see a compelling opportunity in buying the kind of workspace companies want, in the right location and at the right entry price.

A growing business centre needs places to work

A company entering a new market needs somewhere to bring its team together, meet clients and manage regional operations. That practical requirement sits behind Dubai’s office investment story.

DIFC reported 10,018 active registered companies at the end of June 2026, an increase of 30% year on year. Its announcement also identifies international businesses establishing regional offices in the centre. These are tangible signs of Dubai’s appeal as a business base. DIFC, H1 2026

The tax environment is part of that appeal. Under the UAE’s general corporate tax regime, taxable income above AED 375,000 is subject to a 9% rate. Qualifying free-zone businesses can benefit from a 0% rate on qualifying income. Alongside international connectivity and access to regional markets, this helps make Dubai an attractive place to establish and develop a business. For an office investor, the opportunity is to own a property that serves those businesses as they build their presence in the city.

High occupancy and constrained quality supply

CBRE recorded Dubai office occupancy of approximately 94% in Q2 2026. The same report projected less than 700,000 square metres of new office completions during 2026–2028, with a substantial share expected to be leased before completion. CBRE, Q2 2026, page 4

Yes, we’re talking about tenants lined up before the building is even handed over. Quite a head start, isn’t it?

The investment interest is particularly strong where companies compete for well-located, high-quality space. Savills’ Q3 report highlights demand for quality workplaces, metro access and corporate relocations. With new supply becoming more substantial from 2028, the location and delivery schedule of each development matter. Savills, Q3 2026

Our view is that quality office supply will struggle to keep pace with demand over the medium term. For investors entering the right projects early, that creates a meaningful opportunity. Offices that meet real business needs in sought-after commercial locations have a strong investment case.

A tenant who invests in the space has a reason to stay

Picture a business moving into its new office. Meeting rooms are fitted out, workstations arranged and IT infrastructure installed. The reception, lighting and layout are adapted to the way the company operates.

That takes capital, management time and effort. A successful business that is happy in its office has good reasons to preserve that setup. Moving may mean funding another fit-out and disrupting the team’s working routine.

JLL’s March 2026 analysis describes organisations extending existing leases and upgrading their current premises rather than relocating. JLL — office fit-out strategies

For the owner, this supports an attractive possibility: a longer income relationship with a good tenant. Fewer changes of occupier can reduce the time spent reletting and the gaps between tenancies. Just as a family values continuity in its home, a business values continuity in its workplace.

Cheque-based payment arrangements and established legal enforcement routes add structure to that relationship. A cheque recorded by the bank as unpaid because of insufficient or absent funds can support a direct enforcement application. A financially sound tenant, a clear lease and a documented payment schedule provide a solid foundation for the investment’s income stream. UAE Commercial Transactions Law, Article 667

A higher purchase price can be matched by stronger income

A quality office may cost more per square metre than some residential alternatives. Businesses may also be willing to pay more for the right location, an efficient layout and a building that supports their operations. The useful comparison is between the total investment and the income the property can generate.

Consider the relationship in simple terms. If an office requires 20% more total capital than the apartment you are comparing it with, its annual income after expenses also needs to be 20% higher to produce the same percentage return. If the income premium exceeds that threshold, the comparison moves in the office’s favour.

This is how a carefully selected office can offer higher return potential than some residential options. The analysis brings together achievable rent, service charges, fit-out requirements and the overall acquisition budget.

A fitted office and a shell-and-core unit will have different economics. Knowing who funds the internal works, how long preparation takes and how the specification affects the rent helps establish the right investment case from the start.

The early-entry opportunity for investors with a two-year horizon

One of the most interesting options, in our view, is entering a suitable office development while it is still under construction.

Imagine a project scheduled for delivery in approximately two years. Today, you can assess its entry price and payment plan. As construction progresses, the development becomes a tangible workplace that businesses can use. A well-positioned office bought at an attractive starting price can offer meaningful capital appreciation potential as it approaches handover.

For investors who do not need immediate rental income and can accommodate that timeframe, we believe selected off-plan office projects offer significant opportunities. The aim is to secure, on attractive terms today, the type of office businesses will want at completion.

Four considerations deserve particular attention:

  • The entry price relative to comparable completed offices.
  • A location, layout and building specification that businesses will value.
  • The developer’s track record, official project registration and a credible delivery schedule.
  • A payment plan and post-handover preparation budget that fit your resources.

Where does an office fit in your investment plan?

Residential property has clear strengths. Offices offer a different opportunity, with the right choice depending on your budget and objectives. If you are looking for a lasting corporate tenant relationship, strong rental potential and the opportunity to enter a development early, Dubai’s office market deserves your attention.

What budget are you considering? Do you want income straight away, or could you use an approximately two-year investment horizon to your advantage?
